Extended Family Member Help PLEASE

Hello guys, Please advise me on this,

Is there anyway that a Non EU family member join his sister in the state who holds EUFAM / EEA2 card? or they can only join when they have citizenship?

Only if the Non-EU sister is dependent on the EU citizen who sponsored the visa, will that be possible for the sister to enter and get residence permit in Ireland .

Yeah basically the Non EU sister in the UK on student visa, so her sister who hold EUFAM/ EEA2 can not sponsor her sister? only the british citizen (sister's husband) can do? can you clarify this please?!

You understanding is perfectly correct.

Dependency on the British person is a necessity , or evidence that the sister has resided on the UK national ' s home in UK.
