Extended family members of dual U.K. EU citizens

Hi, can Uk citizens apply under EU Settlement Scheme, if they had EEA citizenship before to get U.K. citizenship and they have kept both citizenships ?
I understand their family members can apply under the scheme
Can family members outisde non eea countries apply if they have never been issued with the residence card ?

If their non eea family members apply, do Dual citizens (U.K. , EU Citizen ) need to apply also to support their non eea family members application ?
Can you please explain this to me what’s the correct procedure ?
