UK family immigration law

Dear Sir/ Madam,
I am xxxxxxx, a divorced British Citizen. My annual income is £31,483. I married in Bangladesh again on 18 March 2018. My wife has got 2.5 years visa on 4 Sept 2019. She is coming to the UK on 23 Sept 2019. She has got two children from her previous marriage.Both are under age. About 16+ & 15 + years old.Their biological father has stopped looking after them. There is no one to look after them. They are really passing very hard time. So I would like to bring them to the UK. I will take their all responsibilities. My questions are:
1. Can I apply for settlement visa to bring them to the UK?
2. Can I be their sponsor ?

We are very upset & helpless. We are not getting proper immigration advice.
It will be highly appreciated if you could kindly help us by giving proper immigration advice to bring them to the UK to stay & settle.

Their mother (your wife) must prove she has sole responsibility, so you will be able to sponsor and bring them to the UK.

Who is taking care of these children, are there any relatives from your wife's side living with them?

Thanks. The children maternal grandmother (61 years) looks after them whilst my wife is in the UK. They don't have any relatives.
