Family Permit for Touristic Purposes

Hi! My Name is Kate. My husband and I are going to visit Scotland this August. We live in Spain, my husband is Spanish, EU citizen, but I am from Belarus, and live in Spain with a permanent residence card of a family member of EU citizen. Do I need to apply for a family Permit to visit Edinburgh just for a week? Or can I open my visa at the border?

It should be possible to use the permanent residence card of a family member of EU citizen.
