Family permit / Residence card

Please can someone expalain to me this, if you apply for a residence card under regulation 17 and the case goes to court, can the court use the family permit regulation 12 law to judge your case?
Are the family permit and residence card judge under the same law? Residence card applicatiuin was refuse and under appeal the judge say the application for family permit was refused under regulation 12 but we did not apply for family permit but a residence card, is that not a error of law?

No one can possibly tell you whether there is an (material) error of law in your determination withot knowing all of the facts of your case, reading the determination and having the benefit of viewing all of the evidence before the judge.

In other words - if you want advice on such an issue, consult a legal professional.

It is not uncommon for one to quote another regulation if it clarifies the situation pertaining to another. Review your case and see if that's relevant.

I understand the word quote, but on this issue it was not a quote, application was for residence card under regulation 17, and the reply was you have been refuse family permit under regulation 12, i think no matter the case this is wrong bcus we are here in uk not outside, family permit is for those looking to come in to the country.
I thank you for the replies and will want if someone think this was right.
