Your family member must apply for an employment permit to work. They cannot apply for a Dependent/Spouse/Partner Employment Permit. Instead, they must apply for another category of employment permit. This means the job must satisfy the criteria for the permit.
She can get 1G as a graduate, finishing lvl8+ course, as all other nonEU nationals (see below), but your GEP will not help here, whether you get LTR or not. She has to find ways to work in her own right.
Your spouse's advantage is her ability to stay in the country and look for jobs; even though it might be challenging initially, she would just have to find someone who can sponsor her.
If it doesn't pan out, another option is to switch to Stamp 2 when her 5 years for citizenship are done by doing a lvl8 conversion course/lvl9 for her discipline to improve further (allowing work 20h/week) and look for work full time with 1G after graduation for a year (or 2 years if lvl9); if it doesn't pan out, she can at least get some work experience during 1G and either wait fo citizenship or come back to stamp 3 if no luck there.
