C Family visit , no work

I'm UK citizen and my wife is Russian, she has category C family visit, clearly states no work

She wants to come to he UK to live with me and wants to work, what do we need to do, what visa is required so she can stay and work

Return home, apply for spouse visa form VAF-4A. Cannot switch from visit visa in-country. Cost around £900 plus £500 NHS surcharge.

Do you meet the financial requirements, basically earning £18,600 pa?
