Family Visitors Visa Refused

Hi Everyone,

I just wanted to get an opinion and advice on following issue i had with Family UK Visit Visa Refused.

My Mother who lives in Sri Lanka, applied UK Family visit visa to see her maternal brother who is a heart patient has been admitted to the hospital for treatment. Her visa got refused on the bases of funds she mentioned on the application and the funds in the bank having slight mis match.

My Father who usually looks after the financial side in the house and my mother who is not fully aware of what is what with finance as a whole. Having my Father passed away few months back left my mother not fully understanding of any finance state of bank accounts and money in and out ect...

When she applied for the visa she has provided the finance section what she is aware of at the time and provided the evidence to back up the figures on the application.

Could some one please advice me, is this something can be re appeal and explain the reason for the 100% accurate financial figures provided on the application and shouldn't be the reason to refuse the visitor Visa.

Is this can be re appealed, how can i go about it?

I have attached the paragraph where British High Commission highlighted as a reason for refusal.

Any advice and suggestion would be very much appreciated.
