Fiancé visa and covid - residency rights?

Hello,

Considering the U.K. news today there is talk about hotel quarantine (fair enough). Also there is some talk about closing U.K. borders completely to everyone apart from U.K. citizens and those with residency rights.

Hopefully this won’t happen but if it does if my partner was to apply for a fiancé visa would this be covered under residency rights?

The Home Office covid guidance doesn’t mention anything specific about fiancé or spouse visas.

Did you manage to get any clarification on this at all? I am in the same board and it seems people with visas are allowed to travel but am not 100% sure about Fiancee visas
