Yes you can be a citizen and still live outside....although you have to sign up in the Irish embassy or something in your new country every 3 or 4 years (not 100% sure on the exact timing when you have to sign on that, is it after 3 or 4). Once you got the cert you are an Irish citizen regardless you get the passport or not, passport is just a travel document while naturalisation cert is the proof of you being Irish just like a birth cert.ConfusedAsian wrote:I've waited 4 years after living here for 12 years and the day has come.
