however there is really very little recourse again ignorant idiots in this country and particularly in Home Office institutions
do you have a PR certificate for yourself, issued prior to child's birth, or did you expect them to examine 5-year evidence of treaty rights? that was definitely not going to happen in fast track.
obviously idiots who wrote the rules that say first child passport can be gotten via fast track, forgot that EEA exists, but realistically we all know people who work there aren't capable of that (or any) sort of deep analysis
however since fast track for a first child passport does exist, and if you have a PR card issued in one of the parent's names prior to the birth, there should have been no question it should have been processed
but you can do very little other than complain
