First-tier tribunal appeal inherited rights of residence

Hi, just wondering if anyone has any useful information where a refusal was made involving inherited rights of residence from an EEA partner due to the decree absolute taking almost a year to be processed and not arriving on time to be sent with the application?
Can an appeal be made due to the delay caused by the courts when processing the divorce?
What would be the ideal course of action in this scenario?
Many thanks in advance for any help anyone could give as the whole process is extremely confusing and from what I can see I have everything I need, just the decree absolute was too long in coming.
