FLR(HSMP) In-person?

i am currently in the UK on WP. i will be applying for HSMP visa in jan. expect to apply for FLR(HSMP) in March-May time.

can this be done in person at any of the PEO? Croydon or Birmingham? being without my passport for 4-8 weeks will be next to impossible b/c my work travel.
