FLR Question urgent plz

Hi,

I am currently on HSMP granted in Feb'07 till Feb'09. I am bit confused
in Tier1 outcome though!! Do I need to switch to Tier1 now or I can
apply at my FLR time only e.g.Feb'09 ?
In short, do I need to think over anything now as still 11 months to go?
