FLR O refused

Hi

I am in this country since sep 2006 on tier 4 student visa
got DES extension in Feb 2014 after PhD, worked for a year in my field, before my visa expires in 28 feb 2015 i made FlrO APPLICATION WITH GROUNDS THAT MY employer will apply for Tier 2 licences and as it takes some time please allow me time to apply for tier 2 visa, my flro refused on 10th July 2015,with no right to appeal in UK may i request further advise how to proceed with that to appeal against the decision and not break my long term residency for 10 years.
i have living with my wife and have 2.5 years baby and expecting another in September so we can not travel plz suggest what will be possible next step and outcomes.

If there is no right to appeal, then you cannot appeal.

So your prospective employer didn't manage a sponsor licence and / or a CoS for you between Feb. and Jul.?
Does the refusal letter state that you can apply for administrative review?

Did you raise human rights issue such as your child in your application?

YES employer didn't manage a sponsor licence INITIAL APPLICATION REFUSE BUT THEY ARE APPLYING FOR LICENSE AGAIN.

Yes i can apply for administrative review?
