BC for child born in UK but living abroad

Hi,

I have a question with regards to BC applicatino for children born in the UK. If the parents (on ILR) leave the UK and go back to home country wth the child, can they still apply for the child's BC from the home country. If so, then do they need to specify the date of return to the UK within the application form (or any other similar requirement) to clarify the UK connection and intention to come back?
