PR for family member

Hi
Am married to an EEA member ,I had my 5years visa on 2010 and me and my partner both working full time .
I have all the documents for my PR,but the problem is my partner refuse to provide his ID or passport to complete the PR form for me .

What shall I do ?whats my opetions ?
I really need help ..please advise
