Former Global Mobility Route dependent to new Gloabal mobility entry clearance

Hi, My spouse currently has a valid Global mobility dependent visa until October this year and he travelled back to home country last October. He is working there and getting his payroll generated. We are extending his visa to a further year (from outside UK) along with me main applicant and children from UK. Can he still apply for new global mobility entry clearance route in November 2025 even though he will have a valid dependent visa on the same category.
