From where should I apply for Canada Immigration

Hi,

I am a Pakistani national, living and working in Dubai. I have resident VISA here.. I want to apply for Canada immigration.

Should I apply from Dubai or Pakistan?
Suppose If I apply from Dubai and during processing I have to leave Dubai/cancel my resident visa.. what will happen in this case?
