Friends

In the HSMP leaflet it says :

"The exception to in-country application would be if an overseas government was sponsoring your stay in the UK and you did not have their written consent to extend your stay in the UK."

1) I had been sponsered by European Commission (not a national government). Do you think that then I should get a consent letter from the European Commission?

2) If I make an in-country application without such a letter, do you think they would know my sponsarship situation and ask for such a letter?
