there is no need to return to your home country, you can switch to PBS dependant in-country and you can continue working for the same company which is currently sponsoring you under T2 ICT.

no, you have to return to your home country and 1 year cooling-off will apply.

Note: my wife was earlier on T2 ICT staff partner visa type before switching to T2 General.
