expected time for proposed Immigration schemes

Hi Guys,
Is there anyone who has some idea when newly proposed UK immigration program will start.It seems that Labor will win the election as Bush also did, even lot of resistance for Iraq war.

I do not want to politcise this topic, but just want to know the opions if any about this issue.
