Help for FLR

I am requesting this help for a friend whose FLR is due in December 2019. He has a conviction for TFL fare evasion acquired in Feb 2019 under Railway Act. This is probably recordable and probably spent in 2 years.

Will this effect his FLR application ?

Is there English test requirement for FLR ?

This is 2nd FLR as he previously paid IHS surcharge last time so does he have to pay IHS surcharge again ?

Please guide. Thanks

What 'FLR' are you referring to?? FLR stands for Further Leave to Remain which is NOT an application for ILR (Indefinite Leave to Remain).

Depends on what you mean by FLR.

IHS is payable for visa extensions yes. It is not payable for ILR.

As he has a conviction, he won't qualify for ILR for 2 years.

They are not applying for ILR. It is only 2 year extension he is seeking (Further Leave to Remain). So my question is that does a TFL conviction effects visa extension (FLR) ? Please guide. Thanks
