Is Visitor visa possible on Bank Letter

Hi

My friend is from Lebanon.He is applying for UK visitor visa to visit his family in UK.Only issue is that it is hard to get Bank statement from Bank du to current political situation .He can produce payslips and a letter from employer .Can he apply for visit visa without bank statement ??
