No Time Limit (NTL) Application fee 2022

Hi guys,
My wife and daughter have a Residence Permit Card (ILR) which sticks to their passport issued 2011 after receiving permanent residence permits. Now after the permit expired in October 2021 and we are trying to renew to get NTL (transfer from old permanent residence permit to BRP) via online application. However, I understand from April 2022 the application for this route is FREE as per the Government announcement. But when I process an application online on their behalf it asks the applicant to pay £180.20. So I wonder do I pay it and I may get a refund or what should I do?

Also can we start the process application and sent the support document later? As we may need to gather them together or do we need to apply when we have them all complete support documents?

You will get refund ref to an earlier post on the forum.
