Pakistan on Red list-residence rights?

Hi,

My wife recently has had her FLR application approved and she received a new BRP. As Pakistan was recently placed on the Red list, the Gov.uk site states "If you are a British or Irish National, or you have residence rights in the UK, you will be able to enter."

Could the members here please tell me if my wife has residence rights in the UK (and so will be able to enter back into the UK while Pakistan is still on the Red list)?
