People can still be signing on for years till the case is resolved.

I knew someone who signed at the police station for nearly 14 years, before abandoning his asylum claim and returning to his home country.

That's hard to believe considering legacy and the old 14 years residency ILR.

This was when legacy exercise had only started. People who were not granted under legacy, and whose cases are still pending for one reason or another are still signing in reporting centres or police stations.

14 years residency did not apply to many asylum seekers. Specially not to the ones who landed as visitors and after their visa expired, applied for asylum. They were then issued with illegal entrant papers (i think is 96 or some other papers that stopped the clock). Once the clock was stopped, their residence won't count for 14 years.
