Super priority service refund 610£

Hi .My husband didn’t get the answer back within 24 hours from super priority service and he got an email saying he will get the money back his 610£ .Is been a month and he didn’t get any money on his account.I tried to contact home office but you can’t get in touch with them .If someone had the same experience advice please .

What application did he make? And where (inside our outside the UK)?
