Will I have a problem getting Visa or HSMP?

I had a driniking while driving conviction in 1999, for which I paid a fine. I was not even driving, but waiting in the car for someone. Reason for dwi was that I had the car keys and I could have driven.


Will I have problems getting UK Visa? I am planning to apply for HSMP, will it be denied because of that?

Do I even need to declare it, since it is probably considered 'spent'?

No need to declare it for HSMP or other visa applications as long as there was no imprisonment which it appears there wasn't - you should declare it though if/ when applying for naturalisation as a British Citizen.
