It's my first ever post on this forum.
I applied for my Mother's Visit visa application (third time) and it's been refused again. For first couple of refusals ECO was making excuses around bank statements that he is not satisfied that money held in her bank account belonged to her.
I am British Citizen and have own house her in UK. I send regular money to my mother in Pakistan every month. Since second refusal I have been sending money through my bank account to her bank account and tried to cover previous refusal grounds. Attached all remittance slips and other supporting evidences. This time ECO comes up saying your mother is financially dependent on you and I do not believe she will return to her home country. We had provided sufficient ties evidences with the application (employment letter from my younger brother working in Pakistan, Family trees for our family and my sister's family residing in Pakistan, Letters from her two grand sons from their schools, Accountant's letter, Home registry etc.). Detailed Decision below. I don't think there's any point applying again as they have no other reason left to refuse except saying that they are not satisfied. Is Judicial Review only option left for us? If so, what are chances of successful Judicial Review? Any advice would be much appreciated.
The Decision
I have refused your application for a visit visa because I am not satisfied that you meet the requirements of paragraph(s) V4.2 (a) & (c) of Appendix V because, I note that have been previously refused entry clearance visas and that ECOs provided you with detailed refusal notices outlining their concerns regarding your application. Whilst you have attempted to address these concerns by stating on your application form that you have no intentions to remain in the UK this alone does not provide sufficient evidence that this is the case.
You have provided a bank statement in your name which demonstrates that you are fully dependent on your family in UK. You appear to have no family in Pakistan whom you are dependent on or who are dependent on you. It does not appear that you need to be in Pakistan to continue to be supported by you son in the UK. I am therefore not satisfied that you have sufficient ties to Pakistan at this time.
Given all of this I am not satisfied your circumstances are as you have indicated, nor therefor of your intentions in wishing to travel to the UK now. I am not satisfied that you are genuinely seeking entry as a general visitor for a limited period as stated by you, not exceeding 6 months, nor am I satisfied that you intend to leave the UK at the end of period of the visit as stated by you.
