general visitors visa

:? Help. We have just learned that our visa application has been refused.
My wife is a filipina and I am a british citizen and although we are married we only applied for a visitors visa at this stage, whilst we decide whether to live in the uk or indeed live in the philippines.
The refusal was based on sections 1 & 2 of the immigration rules which basically amounts to them not believing that my wife is coming purely as a visitor and that she will return after 6 monthys (the maximum length of the visitors visa)
I really dont know how or what proof I can give to convince them of our genuine intentions. Can anyone who has suffered and overcome this seemingly impossible objection please advise me how it is achieved.

If you are resident in the UK perhaps the ECO felt she would be more likely to stay here than to go back? I think the refusal notice has to give a bit more detail than you've given here.
