This is not completely correct:
The "embassies" in Germany are called "Ausländerbehörde" and are responsible for all matters regarding foreigners in Germany.
Your boyfriend HAVE TO go to the Ausländerbehörde and sign there a document which says that he is guaranteeing your stay. This document must be present in the Manila embassy during your interview there. My experience from 2000 in Hamburg is, that the Ausländerbehörde is sending the document to the embassy. My experience from 2007 in Bremen is, that your boyfriend has to send the original to you and you have to present it in during the interview.
You have also to provide a health insurance, which is got best (according to my experience) online from a German insurance (Hanse-Merkur, 3 months, 73.00 Euro)
The ITR is mandatory but if you can explain, why you don't have one, it is ok. Don't let the Germans feel that you are cheating your government by not paying your taxes. They will think, that you will also cheat the Germans.
Beside all the documents, the embassy will mainly check if you are willing to return. So bring anything, which let them believe that you will return.
