Germany work permit and dependent visa query - help needed

I stay in UK on a dependent visa on my husband's tier 2 visa. He works for a MNC. We have to move to Germany. Hence, I have the following queries:
1. We are Indian nationals, can we apply for a resident permit from UK?
2. Since the stay in Germany is for a temporary duration, do I need to get A1 german language certification?
3. My husband has a valid schengen visa, can he travel to Germany for 1-2 day trip while he has applied for work permit?
4. Can we book our appointment at the german consulate at the same time?
