Getting Married With EU Citizen.. HELP needed!

Could you please help with the following question:

Can a EU-citizen(Italian) marry in the Uk his fiancée(Ukrainian) who has a valid 2-year visitor visa?

The situations is the following:

1) They have been together for 5 years but not living together "akin marriage" long enough

2) The EU-partner, he is present in the uk and exercising treaty rights

3) His fiancée has a visitor visa still valid for the next 8 months. That is her 4-th visitor visa.
She has been visiting him every 2-3 months during last 5 years.

Question 1: Can they get married in the UK?
Question 2: If Yes, does she have to go back to Ukraine and apply for the EEA FP or she can apply for the EEA2 RC from within UK?

Any advice would be really appreciated.

If the Ukrainian fiancee (non_eu national) has valid & unexpired passport then can marry and apply for eea2 rc from inside the UK. But uk immigration authorities may arrive at the day of wedding or may invite both of you for interview after sending the application to confirm the authenticity of the marriage & relationship.

No one should ENTER the UK with the intention of marriage on a visitor visa. A marriage visitor visa is appropriate for this purpose. However, if it is a spur of the moment, spontaneous decision while already on a visit, then it is legal to marry on just a visitor visa.

The girl entered the UK to visit her boyfriend 3d time having her 2years visitor visa, so it means the intentions were genuine applying for this type of the visa and she didn't break any immigration rules so far.
