GMC and exempt person - do i qualify

i am a british national currently living in Germany.
I have a degree from Libya university and have completed the PHD from University of Sheffield in the UK
I know want to register as doctor with the GMC but having difficulty with passing the english criteria.
I have been looking at the GMC guidlelines and want advise as to whether i qualify as an exempt person http://www.gmc-uk.org/doctors/registrat ... rights.asp
to register.

Please advise if you have any relevant experience or knowledge

its on behalf of friends and family.
did not know it was a personal notice board.and no i'm not getting advice from this website and charging people for it, nor do i gain any benefit from it.

If you can claim to be someone else, not sure how true this claim may be. Pretending to be someone else doesn't help .. only adds to the confusion. If a query is on behalf of someone, just state so! No point in assuming someone's identity.

Coming back to the query,
1. What is the primary qualification (from Libya) that your friend holds?
2. Has he worked as a doctor in the UK or any other EEA country?
3. Since when has he been living in Germany?
4. Is he residing in Germany as a worker, self-employed person , or self sufficient person?

1. he did a medical undergraduate course in Libya.
2. No he has not worked as a doctor as he was completing his studies.he lived in the uk whilst doing his PHD
3. he has been in Germany for over 4 months now.
4. he is working as self-employed person doing some jobs but not as a doctor. he supports himself whilst there.

If he is not studying / working in Germany as a doctor / medical professional, then I don't think the exemption applies to him (under the Medical Act).

The GMC cannot give you advice and it is your responsibility to demonstrate to the GMC the existence of such a right.
