BC Good character question

Hi,

Would an arrest with no conviction or charges pressed be reason for refusal of ILR and UK citizenship on the basis of poor character?
The arrest is written on her immigration records. The case was closed and no charges pressed, but her immigration records do not say that the case was closed.
The arrest was on the basis of suspicion by a police officer who did not follow procedure nor hear her side of the story, leapt to conclusions without clear questioning or investigation, and arrested her on the basis of those conclusions and possibly also inherent prejudice.
