Good character - traffic offence rescinded

I am seeking clarification of the best course of action in filling the naturalisation application. 20 years ago, when I first came to this beautiful country, I was caught driving a car with no insurance. I wasn’t the owner/registered keeper of the vehicle (this comes in later) and I was given FPN (£200) plus 6 points on my license. My EU driving license was held by the police and the car was seized. A few days later a letter arrived to my address with my license and information (from memory along the lines of) as you weren’t the owner/registered keeper of the car please disregard the previously issued FPN (and if paid I will get it refunded) and the matter must be dealt by the court. I have never heard anything further about this case. A few months later I’ve exchanged my foreign (EU) license to a UK one. I have never had those six points put on my license (back in the day there were counterpart paper licenses with endorsements on them). I have just received ACRO from PNC and this incident doesn’t feature on there. My question is: do I declare this incident with explanation (and if so where - in the convictions and penalties section or in a cover letter or both?). I am also thinking about filling SAR to the local police force where I was stopped those 20years ago however I am not sure if that’s necessary and I should just declare it/not declare it regardless. Any advice most welcome! Thank you kindly.

My own personal opion, if that was 20 years ago there's nothing to disclose.
Very unlikely this would be on any database anywhere especially as it wasn't taken any further.
I wouldn't bother with an SAR to the police either, they would have data cleansed many times over since then.
After all it's not a capital offence, and I am assuming you don't have a history of criminal convictions.

Thank you. I actually have been arrested for drunk and disorderly in 2006 (long story - bouncers in the nightclub wouldn’t let me back in after telling me earlier to get some fresh air outside. I demanded they return my jacket from cloakroom, as it was middle of the winter. They refused while I wasn’t going to go home without it so kept pulling on the door handle which led to boys in blue having to intervene) resulting in a penalty notice - this is the only thing showing up on PNC ACRO which I just received. So my plan is to obviously disclose the above plus speeding ticket from 2007 plus last year speed awareness course. Is it also worth / does my situation warrant a covering letter?

Hard to know when a cover letter is warranted, you can do that for your own peace of mind, and elaborate on how your character has changed.
