Firstly, the EU does not have uniform visa requirements, each country is different and while you may require a visa for one, you might not require a visa for another, depending on your nationality.
Secondly, if you ordinarily require a visa to enter a particular EU country then you will still need to obtain a visa despite having a green card, no exceptions. Even holding permanent residency in the UK does not exclude you from obtaining a visa if your nationality requires it.
In a few years time we'll look back on immigration control like we look back on American prohibition in the thirties - futile and counter-productive.
