I hadTier 2 ICT Short term UK visa . I never visited UK using that visa. I have got a project another company and for which I need to travel to UK next month. So in this scenario can I apply tier 2 visa.
Since I have not utilized my previous WP?
Otherwise should I need to wait for any cooling off period ?
Please advise me ASPS.

If you were not in the UK in the previous 12 months, then I believe the cooling-off period is not applicable (245GB(e) or 245HB(g)(i)).

Do not expect to gt your scond visa quickly given your circumstances. There will be a delay due to the checking required to verify you have never used the visa.
The other point - if you're apply for a second visa what type is it? If it is a tier 2 general then it will be a restricted COS that is required.
You can't come in on another ICT visa for another company as you cannot have worked for them for 12 months.
