Help applying for marriage visa

Hello, I need to help with my fiancé’s visa application. I'm supporting him apply for the marriage visa (pna Fiancé visa) which is for a maximum six month stay. I live in a privately rented flat which is suitable for a couple (I asked this question prior to moving in) and is all bills included. When I approach the landlord to sign a letter confirming he has no objection to my other half living with me he refused. Do I really need to include this with his application or just a copy of the tenancy agreement? If it is necessary is there anyway around this issue? My understanding was that I need this letter as I'm not the property owner. Any advice would be greatly appreciated as I'm stressed about this causing a problem with the application.

It depends.

If your TA has no restriction on other people living in the property - then you don't need the letter. If it does - you do.
