Help Me Please !!!

Hi,

I was wondering if anyone could help me. My wife is from Uzbekistan and we wished for her sister to come and visit us here in the UK with her two children, she has been twice before and has never been in any trouble and has returned in time, we had an appeal to the upper tribunal in which the appeal was granted and the visa was to be issued.
After a long wait and battle in First and then Upper Tribunal (visa was granted on 27 th of September 2011)the UK Embassy finally asked them to present passports on 16 th of December 2011.They said that the procedure will take up to 10 working days. After some time, I e-mailed embassy asking what had happened to the visa and asking if they could issue visas before the busy Christmas period starts to help with our child care and they could come and celebrate it together as as kids were very excited to get together.
The decision has therefore been re-refused today by visa clearance officer explaining that" it was refused due to a material change of circumstance of which the immigration Judge would not have been aware. it is not clear that my sister-in-law sponsors(aka myself)acknowledgement to the immigration Judge of his duties as your host included an acknowledgement that the visit visa conditions do not give permission to work ether paid or unpaid.
Since you are required for childcare-whether paid or unpaid-I am not satisfied you are genuinely seeking entry as a visitor for a limited period as stated by you not exceeding 6 months nor am i satisfied that you intend to leave the UK at the end of the period of the visit as stated by you or that you do not intend to take employment" When I wrote and asked them about what was happening with the issuing of the visa saying that could she be here for Christmas so she could help us with our childcare, now they have taken this to mean that she will work, but what I meant was that she would be here to look after the children while I go and get some bread from the shop for instance, in a apeal form attached letter we had stated that she would be here as a family and extra family helping hand for us.
Surely this is very petty and apart from spending over £750 on lawyer, is there anything else we can do ?

Any help would be greatly appreciated....many Thanks in advance....

You have come right out and said that their presence in the UK will be to act in the capacity of child carers! The fact that they are family and it will not be paid is not relevant.
