Help with immigration to FRANCE please

Hi,
I'm an Australian and my girlfriend lives in Russia. She would like to immigrate to France and her situations is as follows:
a. She's a divorced mother of 8 yo girl. Lives in Russia.
b. Her mother married a French citizen 6 years ago and live in France. She's also a French citizen.
c. She also has a brother who is in France at the moment on student visa. Just recently he was awarded a work contract and has applied for Carte de Sejour.
She's desperate to join her mother in France. Please help with an advice - does she stand any chance of getting a French permanent visa? What steps she might need to do in order to become eligible for a permanent visa.

I think it's fairly straightforward for her to apply for a french visa...ask her to contact the french embassy in Russia on proceedures for applying for a 'Visa long séjour'

Is that a residence visa, or a visitor's visa? I think the OP means she wants to move to France permanently. How would she qualify for a permanent visa? I don't think she does - her mother and step-father cannot help her, since she's over 18 years of age. What other options...

If she's above 18, i guess the picture gets a bit more complicated. The long sejour visa is for people wanting to go to france for long stays or settle. When they are in france they have to apply for the resident card or 'carte de sejour'...they cannot in most cases go to france using the short stay visa and ask for the residency card.
IF she makes a case that even though she's above 18 but is dependant on her mother then she might be given the long sejour visa.

is that a very difficult to prove that she's relying on her mother?
Do you know of many immigration cases that were settled that way? Whilst in reality, she's working and provides for herself and her daughter, but psycologically - its totally different matter. She was always very close with her mother and it was a heartbreak for her when mother relocated to France.

Unfortunately I don't think a divorced mother of an 8 year old child would be able to make much of case for being dependent on her mother.

Does her situation sound so hopeless? May be there are some more suggestions?

The situation does look pretty bleak, from the information you've posted.

France is just very interested in keeping people out right now.

If she tries to prove dependency on her mother, keep it strictly to financial and other more tangible reasons. Any effort she wants to make will have best effect if she is demonstrating somehow that she will not become a ward of social services.

Claiming psychological dependency on her mother would set off red flags in pretty much every country you can imagine these days.

Does she speak French?

What education and skills and work history does she have?

If she can locate some substantial job offer ...?

And, does she intend to bring her daughter? If so, she needs to demonstrate the ability to provide for the daughter.

Where will she live ..?

Is momma's husband willing to help? As in, help her locate employment that could be the basis for work permit/ residence visa?

What I'm seeing her is the desire to be near her mother, but little or no thoughts as to how to accomplish it.

What ideas &/or strategies have you already considered?

What about the father of the child? It's a nightmare getting permissons to take Russian children out of Russia without the proper paperwork, which ISTR is a court order with the fathers permission or the courts in his absence.

Why only to settle? wouldn't vists be an option? I believe the French do issue 6-month visas for family reasons. I'd say that showing she has family ties in France (while at the same time showing she has ties to Russia too) might make things easier.
