home office withdraw their refusal!!

hello everyone,
i really need help understanding in depth on what this letter i had received means.
i initially applied for a family reunion for my mum and dad to be reunited with me and my siblings, the case was refused and i was given the right to make an appeal which had done few months ago and not long ago i have the following letter from home office.

"Dear Sirs,
I am writing with regard to the above named who have an outstanding Appeal before the First-tier Tribunal (Immigration and Asylum Chamber).
This matter has been reviewed ahead of the scheduled hearing. The review has considered:
• the grounds of appeal
• the evidence submitted
• any material changes since the date of the decision under appeal
In the light of the review, it has been concluded the decision to refuse is no longer appropriate and the immigration decision is therefore withdrawn. It is anticipated D-ecpt.1.2 entry clearance for an initial period not exceeding 33 months, and subject to a condition of no recourse to public funds will be granted, subject to any further checks which are required and the appellant providing any documents requested.
It is requested HMCTS accepts the decision as withdrawn and vacates the appeal hearing."

i would like to know how long the process takes after receiving this letter in terms of submitting my parents passports for visa and also would like to get more in depth info if this actually means visa will be granted.

It means HO reconsidered the refusal and now going to grant the visa.
In such situation as this based on others experiences, the HO drags feet and could be a long drawn out process.

Yes it does seem to be dragging, I have been chasing the solicitor and the HMCTS to send their decisions to home office. I guess I just gotta wait it out.
Any clue on the timeline at all?
