Honduran national looking to come to Uk for work

Hi, my Honduran friend lives in Spain, due to the current situation he is looking to come to the UK for work during the winter period. I'm aware Hondurans would need a visa, however he has some other things in his favor and wondered if any of them would give him a right to come.
- He has a Spanish residence card (Régimen comunitario) I'm not sure if that gives him EU rights.
- His young child was born in Spain and is a Spanish national.

I've searched and searched, asked advise (which has been conflicting at times) Is there anyone who could help please.

EEA cards issued in Spain don't allow the bearer to work in the UK.

Actually, these cards confer the right to work only in the country where they were issued. So if the card was issued in Spain, it gives the right to work in Spain only (not even in another EEA country).
