this is confusing, i do not know the details of your situation but the children should not remain on tier 1 dependant visas if parents are on ILR. the new rules make it sound like this can happen but there are in fact provisions to prevent this from happening.
you should be able to resolve this by getting your children settlement. if you want, PM me with details of your case maybe i can look into this.
as to housing benefit, taking your situation as it is for granted, you are technically supposed to claim only to the extent of local housing allowance amount that would apply to a childless couple. you can claim but indicate on the form that your children are subject to immigration control and you are only claiming for 1-bedroom worth of LHA.
