Call / email UKBA customer contact center. Tell them you wish to withdraw your Tier 1 application and need the address where you can send the withdrawal request. Get the postal address and also a fax number.

Send a letter stating that you wish to withdraw your application. Send it through recorded / special delivery so that you have proof of receipt. If you so wish, attach a self-addressed prepaid SD envelope with your letter so that you are ensured of safe return of your documents. As soon as the letter is delivered by post, follow it up with a fax (same letter) after a day or two.

You'll definitely not receive your money back.

If I may ask - Now that you have waited for 9 weeks, why not wait for 1 more? After 10 weeks (their advertised processing time), you can demand to know why your application is stuck.
