HSMP application refused-need help for review appeal

Hi,
I got letter from HSMP team stating that application has been refused as i could not score 65 points. HSMP team did not award any point for work experience althouh i have above 5 years experience with more than 1 year at specialist level.

I worked at 2 places. At the first place i worked for 3 and half years from January 2000 to september 2003 and at the current place i am working since september 2003. They are statisfied with my current job but as period is less than 2 years so they did not award any point in this category.

I held 2 positions at my first place. I provided 2 reference letters from my 1st job.One from the HR and second from the technical head. The letter from the HR just states that i worked from Jan2000 to Sep2003 and at the time of resignation i was working as specialist. so this clearly does not states that i held 2 positions and also job responsibilites or duties are not stated. The reference letter from the technical head states that i joined in jan2000 and worked for 3 and half years. In March 2001 I was promoted to specialist level and this letter also states the major acheivements and tasks performed during my job in general and not for each position held. The letter states that i managed a team of 8 engineers and also states about the excellence awards i received. I did send the original ceritificates as well but still the application has been refused stating "The reference letter does not provide sufficient details to assess that you have worked at graduate level job.We are satisfied with your current experience but the period is less than stated in the guidelines".

The major acheivements/tasks are quite identical to one mentioned by my recent employer so i am not sure how to justify that my job was of graduate level.Even if my 2 years experience is considered, i can score 65 as without experience my points are 55. I have to submit an appeal for review. Can anyone guide me for this? Can i submit additional information or for additional information i have to submit new fee. How should i proceed. All the help will be appreciated and thanks in advance.
