hsmp refused planning to re-apply

Hi!
I have been refused hsmp , after careful consideration adding up few documentation . I wish to re-apply.
Can i state the fact i was once refused? If i dont, are they linked and can they get to know i was once refused.

They are linked, they are based on your date of birth and name.
They will know you were refused and obviously will check if you comply now with the rules you didn't comply earlier.
