ICFN(Identity card for foreign nationals) for HSMP extension

Hi,

I'm about extend my visa (HSMP to Tier1 General). In application form(version 10/09) page 19 mentions about ICFN. I dont have one, do I need to leave it blank or I have to apply one for that?
