ICFN IMPORTANT INFORMATION

Hi,
My question is that if you never been issued with a ICFN before then for the PSW,do u fill the form in saying that u never been issued or just leave it balnk. I have checked on the UKCISA web site and it says fill it in and in C10 say that "i have never been issued with ICFN before". I have also posted the link
